New and Revised Informed Compliance Publications

Customs and Border Protection has been busy reviewing and updating the Informed Compliance Publications this year. Since the first quarter of 2010, two new publications were added and 12 were updated. Here’s a brief overview of the new publications along with a list of the publications that have been reviewed and updated.

New Publications:

Ball Bearings – January 2010
This publication provides information about how bearings operate and the types of applications they service, such as vehicles, machines tools, machines and appliances. The first bearings were made of wood; however most modern bearings are made of steel. The document explains the types of bearings and provides drawings of each.


Passenger Vessel Services Act – April 2010
This publication identifies the laws and regulations for engaging in coastwise transportation of passengers. The goal of the coastwise laws was to protect U.S. shipping interests by granting a coastwise monopoly to American shipping that promotes development of the American merchant marine. Coastwise laws prohibit the transportation of passengers or merchandise between points in the United States in any vessel other than a coastwise-qualified vessel. The document defines passengers, explains where the law applies and the penalties for violation of the laws.

CBP Updates Informed Compliance Publications

Customs and Border Protection has been busy reviewing and updating the Informed Compliance Publications this year. Although CBP only added one new publication this year, 16 were reviewed and/or updated in 2009. Here’s a brief overview of the new publication along with a list of the publications that have been reviewed.

New
Coastwise Trade: Merchandise – January 2009
The purpose of this publication is to identify and explain the laws and regulations related to coastwise transportation of merchandise, so that the trade community is informed of its legal obligations. Coastwise transportation of merchandise takes place when merchandise laden at a point, included in the coastwise laws, is unladen at another coastwise point, regardless of the origin or ultimate destination of the merchandise. For example, a coastwise transportation occurs when merchandise is loaded onto a vessel in Los Angeles and moved to Portland, where it is unloaded. The publication summarizes the “Jones Act,” CBP Regulates, Exceptions and Waivers as related to coastwise trade.

New Publication:



Classification and Marking of Pipe Fittings under Heading 7307 (July 2008)
This new publication provides the definition of pipe fittings along with images and examples of the various categories of fittings. This document also provides detailed explanations of what is included and excluded from the provisions of HTS 7307, requirements for mill certificates and information about antidumping cases. This document is a must for importers of couplings, elbows, sleeves, unions and other metal fittings.
